Why do some TGZ emails skip during bulk export to MSG format?

When I run a bulk TGZ to MSG export, several emails get skipped without any warning. The process completes, but the output is incomplete. I do not know whether it is due to file size, damaged items, or tool limitations. How can I ensure every email exports properly?
