How to import Zimbra contacts to Outlook
I would like to suggest a commercial solution like Zimbra Contacts to Outlook Converter Software. This tool import Zimbra TGZ items like emails, contacts, journals, notes, etc. This application import Zimbra contacts to Outlook and various file formats including PST, EML, MSG, EMLX, vCard, vCal, etc.

Manual method to export Zimbra contacts to Outlook
Open Zimbra and go to Preferences tab.
Click Import/Export option and select contacts.
Select Account contacts and choose the contacts.
Click on Export button.
Save the contacts as CSV file.
Now, open MS Outlook and hit File menu.Admin
