FTP on Windows: "The folder... is read-only because the proxy server is not set up to allow full access"
I recently changed ISPs from Frontier to Spectrum, so my devices now have different IP addresses. I have Solid Explorer on two devices: an Asus Zenpad tablet running Android 5.0, and a Motorola e4 running Android 6.0. Before the IP change, I was able to FTP to/from both devices and my Windows 10 machine.
Since the change, the tablet FTP works but when I try to access the phone from my Windows machinie, I get "The folder 'ftp://192.168.1.108:9999/" is read-only because the proxy server is not set up to allow full access." And then it loads up the phone's file directory in my web browser. I do not have a proxy server as far as I know.
I've Googled for solutions and so have tried unchecking "Enable FTP folder view (outside of Internet Explorer)", rebooting the phone, and clearing the phone's cache partition.
Any help or advice appreciated. Thanks!

Thanks it resolved ( ctrl+shift+esc and then restart windows explorer)

Actually, I am using shared wifi through LAN, directly connected to my pc from laptop. I was confused that this might be the problem but restarting explorer.exe worked for me...
thx, solved it! I had to use Task Manager to restart Windows Explorer.

Just wanted to mention that this helped me. I started my FTP server late, and trying to join with Explorer gave me that read-only proxy message. Searched for 15 minutes and all "solutions" were not helping. Restarting Explorer in Task Manager was the solution for me. Thank you anon, you really helped me out here.
Ah, finally solved it! I had to use Task Manager to restart Windows Explorer.
